About Prop 3

Fourteen years ago, California voters approved an income tax increase on the wealthiest 2% to provide needed funding for our public schools.

Proposition 3 extends this policy, with strict accountability to make sure the funding goes to local schools and community colleges, not to the politicians in Sacramento.

Vote Yes on Proposition 3

  • Proposition 3 is NOT a Tax Increase

Prop 3 maintains the income tax rates that the wealthiest Californians have paid for the past 14 years. If those tax rates are allowed to expire, it would give millionaires and billionaires a massive tax cut at the expense of our classrooms, clinics and communities.

  • Proposition 3 Stops Billions of Dollars in Cuts to Schools

Without Proposition 3, California’s eight million public school and community college students will face billions in cuts every year, including teacher layoffs, overcrowded classrooms, and bigger class sizes.

  • Proposition 3 Includes Strict Accountability

Prop 3 includes strict accountability to guarantee the money reaches the classroom. Funds go directly to local schools and community colleges. The politicians in Sacramento cannot touch it, redirect it, or spend a single dollar on bureaucracy or administrative overhead.

  • Proposition 3 Frees Up Billions for Medi-Cal for Children, Seniors and Families.

Without Proposition 3, families could lose access to preventive healthcare and affordable prescription drugs, and the Medi-Cal coverage that millions of Californians rely on could be put at risk.

Proposition 3: Permanently extend a higher income tax on the state’s richest taxpayers

Currently, the state’s richest earners pay a temporary higher income tax rate, which was last approved by voters in 2016. It’s due to expire in 2031. Proposition 3 proposes making that higher tax permanent. The state says these rates are paid by just the top 2% of California’s taxpayers and would continue to bring in billions each year.

California's Prop. 3 would make a tax on wealthy earners permanent. Here is our choice | Opinion

Proposition 3 would extend a tax on wealthy Californians, but it has received far less attention than Proposition 40, which seeks a one-time tax on state billionaires. Although Proposition 40 is arguably the most controversial of California’s 14 propositions on the November ballot, Proposition 3 has generated comparatively little public debate.

Our View: Vote YES on Proposition 3: Make existing tax permanent; protect schools

Proposition 3, a citizen’s initiative, does not create a new tax. It makes permanent a high-wealth income tax rate that has been in effect since 2012.

The rate affects only the state’s most wealthy. It was first passed by voters by a 53.9% to 46.7% margin in 2012. With the rate due to expire, Californians in 2016 gave even greater support to extending the tax until 2020, with a 63.37% to 36.77% vote.
