Proposition 3 would extend a tax on wealthy Californians, but it has received far less attention than Proposition 40, which seeks a one-time tax on state billionaires. Although Proposition 40 is arguably the most controversial of California’s 14 propositions on the November ballot, Proposition 3 has generated comparatively little public debate.

SACRAMENTO, CA – The workers who keep California running are united behind Prop 3. SEIU California, AFSCME California, California Professional Firefighters and the California Federation of Labor Unions, representing more than 2.3 million workers, endorsed Prop 3. Their endorsement came with a warning that failing to pass Prop 3 would lead to a devastating $10 billion deficit in the state budget for schools, health care and emergency response.

Billions of dollars in state education funding hinge on Proposition 3, a ballot initiative originally approved under Proposition 30 in 2012, that would permanently extend top-bracket income tax rates on high earners to preserve up to $15 billion annually for California public schools and healthcare. The measure imposes no tax increase on middle- or lower-income households, instead removing the scheduled 2030 expiration date for high-earner tax brackets.

This November, voters face a defining choice about what we value with Proposition 3. We can protect essential, reliable funding for our public schools, or we can hand over a massive, unneeded tax break to millionaires and billionaires. 

Our classrooms deserve safety. Our students deserve stability. Our educators deserve the resources to do their jobs. Every child deserves access to high-quality education, regardless of their ZIP code, income, language or background.

SACRAMENTO, CA — Planned Parenthood Affiliates of California (PPAC) today announced their endorsement of Proposition 3, the California Children’s Education and Health Care Protection Act, a measure that protects Medi-Cal and reproductive health care access by ensuring the wealthiest Californians pay their fair share – all without raising taxes on anyone.

SACRAMENTO, CA — Secretary Xavier Becerra has endorsed Proposition 3, the California Children's Education and Health Care Protection Act, joining a broad coalition working to stop billions of dollars in automatic cuts to California schools, community colleges, and health care.

SAN DIEGO, CA — The California Democratic Party voted over the weekend to endorse YES on Proposition 3, the California Children's Education and Health Care Protection Act, which goes before the voters on the November 2026 statewide ballot. 

"The California Teachers Association and the California Federation of Teachers, both in support of the measure, said passing Proposition 3 would prevent billions of dollars in cuts to schools."

Voters in California may decide this fall on a proposal that would make tax increases on high-income earners to fund education permanent, officials said.

Secretary of State Shirley Weber's office announced Thursday that supporters of the measure have submitted 962,106 valid signatures, more than the 874,641 needed to qualify.

SACRAMENTO, CA — Californians for Protecting Public Education, Healthcare and Budget Stability today announced submitting more than 1.6 million signatures to county elections officials to qualify the California Children’s Education and Health Care Protection Act of 2026, also known as the extension of Proposition 55, for the November 2026 ballot.
