SACRAMENTO, CA — Californians for Protecting Public Education, Healthcare and Budget Stability today announced submitting more than 1.6 million signatures to county elections officials to qualify the California Children’s Education and Health Care Protection Act of 2026, also known as the extension of Proposition 55, for the November 2026 ballot.

More Than 1.6 Million Signatures Submitted to Place Prop 55 Extension on the November Ballot

SAN FRANCISCO, CA - California’s one-time billionaire tax is getting all the press this election cycle. But there’s another proposed tax on the wealthy this November whose fate is far more essential to the state’s finances: Proposition 3.

The measure doesn’t create a new tax or change existing ones. Instead, it cements high income tax rates on California’s biggest earners.

Endorsement: Billionaire tax is getting the attention. But Prop 3 will decide California’s future

What is Proposition 3 before California voters in the 2026 election?

SACRAMENTO, CA – The Yes on Prop 3 campaign today announced endorsements from key California health care organizations and advocacy coalitions including California Medical Association (CMA), California Nurses Association (CNA), California School Nurses Organization (CSNO), Health Access California, San Francisco Bay Physicians for Social Responsibility and Aliados Health.

SAN JOSE, Calif. (KRON) — South Bay teachers took to the streets Saturday, knocking on doors and handing out flyers to encourage voters to support Proposition 3, a measure they said would help protect funding for public schools.

Teachers from across the South Bay gathered in San Jose before heading into nearby neighborhoods as part of a statewide campaign supporting the measure.

South Bay teachers hit the streets in support of Prop. 3

For nearly 15 years, California has taxed its highest earners at higher rates than everyone else. Those rates have generated roughly $120 billion for schools and other services since 2012. And even with this modest tax, the incomes of California’s wealthiest households have grown dramatically over the same period. Now voters face a question about what happens next: Should those rates continue, or should they expire after 2030?

Opinion: California’s top earners are thriving. Prop. 3 asks them to keep paying their share.

SACRAMENTO, CA – The workers who keep California running are united behind Prop 3. SEIU California, AFSCME California, California Professional Firefighters and the California Federation of Labor Unions, representing more than 2.3 million workers, endorsed Prop 3. Their endorsement came with a warning that failing to pass Prop 3 would lead to a devastating $10 billion deficit in the state budget for schools, health care and emergency response.

SACRAMENTO, CA – A new PPIC Statewide Survey released today shows Yes on Prop 3 leading 58-40 among California likely voters ahead of the November 3 election. Yes on Prop 3 keeps existing tax rates in place for the wealthiest two percent of Californians with strict accountability to ensure every dollar goes to funding classrooms, not Sacramento politicians.

NEW POLL: Yes on Prop 3 Leads with California Voters Ahead of November Election

Billions of dollars in state education funding hinge on Proposition 3, a ballot initiative originally approved under Proposition 30 in 2012, that would permanently extend top-bracket income tax rates on high earners to preserve up to $15 billion annually for California public schools and healthcare. The measure imposes no tax increase on middle- or lower-income households, instead removing the scheduled 2030 expiration date for high-earner tax brackets.

$15B school funding line at risk: What Prop 3 means for rural districts like Ukiah and Willits

In our community, public schools are more than buildings — they are the drumbeat where kids learn, families gather, and educators show up every day despite growing financial challenges. Like other communities across California, we rely on our public schools to provide stable, high-quality education for every student who walks through that door.

Let’s keep schools funded with Proposition 3

SACRAMENTO, CA — Planned Parenthood Affiliates of California (PPAC) today announced their endorsement of Proposition 3, the California Children’s Education and Health Care Protection Act, a measure that protects Medi-Cal and reproductive health care access by ensuring the wealthiest Californians pay their fair share – all without raising taxes on anyone.

Planned Parenthood Affiliates Of California Endorses Yes On Prop 3

SACRAMENTO, CA — Secretary Xavier Becerra has endorsed Proposition 3, the California Children's Education and Health Care Protection Act, joining a broad coalition working to stop billions of dollars in automatic cuts to California schools, community colleges, and health care.

Sec. Xavier Becerra Endorses Yes On Prop 3 to Stop Billions in Cuts to California

This November, voters face a defining choice about what we value with Proposition 3. We can protect essential, reliable funding for our public schools, or we can hand over a massive, unneeded tax break to millionaires and billionaires.

Our classrooms deserve safety. Our students deserve stability. Our educators deserve the resources to do their jobs. Every child deserves access to high-quality education, regardless of their ZIP code, income, language or background.

Our schools need Prop. 3’s funding to stay permanent

SAN DIEGO, CA — The California Democratic Party voted over the weekend to endorse YES on Proposition 3, the California Children's Education and Health Care Protection Act, which goes before the voters on the November 2026 statewide ballot.

California Democratic Party Endorses YES on Proposition 3 to Protect School Funding and Healthcare

SACRAMENTO, CA — The Yes on Prop 3 campaign today announced the endorsements of the California Teachers Association (CTA), and CFT, A Union of Educators and Classified Professionals, and the California School Employees Association (CSEA) — the organizations representing the educators and classified professionals who teach, feed, transport, and support California's students every day.

Voters in California may decide this fall on a proposal that would make tax increases on high-income earners to fund education permanent, officials said.

Secretary of State Shirley Weber's office announced Thursday that supporters of the measure have submitted 962,106 valid signatures, more than the 874,641 needed to qualify.

Plan making California high-earner tax to fund schools permanent eligible for November ballot

Proposition 3 would extend a tax on wealthy Californians, but it has received far less attention than Proposition 40, which seeks a one-time tax on state billionaires. Although Proposition 40 is arguably the most controversial of California’s 14 propositions on the November ballot, Proposition 3 has generated comparatively little public debate.

Prop A provides funding for this

Yes on Prop 3

PROPOSITION 3 PROTECTS OUR SCHOOLS AND HEALTHCARE WITHOUT RAISING YOUR TAXES. Prop. 3 prevents a massive tax cut for millionaires and billionaires by maintaining the current tax rates the wealthiest 2% have paid for 15 years and requires strict accountability and audits to ensure school funding gets to classrooms. Vote YES.
